The Organisation without competitors – how a state learns to improve itself

-

1997: China’s streets were full of one single car brand – the VW Santana

2024: BYD showrooms everywhere, with almost nothing left of Volkswagen

What happened here can also happen to a state – but no competitor will tell when its time has come. Lean thinking runs on signals: the customer, takt, competition. Public administration has none of them, so learning has to be deliberately organized. In this hands-on session, Heiko Habedank takes you into the hardest use case of Lean: a 30-minute impulse talk followed by live polls, a group workshop around the six fields of his compass — everyone leaves with a first step for their own area of responsibility — and an open "my hands are tied" clinic answered live from three decades of practice.

Heiko Habedank has worked internationally in leadership and change for more than three decades, including many years responsible for introducing Lean Management across several countries — on construction sites, in workshops and offices rather than in seminar rooms. He now dedicates his experience to the modernisation of the state and is the author of the forthcoming book "Der lernfähige Staat" (The Learning State).
